Many industrial workplaces occasionally require confined space entry of their workers. Although confined spaces by definition are not intended for continuous employee occupancy, it is important that those employees who work in confined spaces and all that manage them are aware of how to safely engage in activities in these areas. What is a confined space?

OSHA defines a confined space as an area that has adequate space for a person to enter and work, has limited means of entry and/or exit, and is not intended for continuous occupancy. Some examples of confined spaces include pipelines, underground vaults, and silos.

Some confined spaces require a permit. In addition to the base definition of a confined space, permit spaces also have at least one of the following characteristics:

  • Has or has the potential to have a hazardous atmosphere
  • Contains a substance that may engulf the entrant
  • Has walls that converge or floors that slope in such a way that they may trap or asphyxiate the worker
  • Contains some other known safety hazard, like exposed live wires or heat stress

Although the National Safety Council (NSC) notes that confined space incidents in industrial settings are not the most common workplace issues, they can have the highest fatality rate due to their tendency to be underestimated. Incidents with confined spaces often involve both the worker and the rescuer. For these reasons, proper and timely training cannot be emphasized enough.

Confined Space Entry Training

Confined space entry training is intended for employees who work in the construction and general industry segments, which includes those in manufacturing, oil and gas, utilities, and petrochemicals. Emergency personnel in all industries may also be included.

Why become a trainer?

Becoming a trainer allows you to take a hands-on approach to ensure the health and safety of employees in the workplace. A designated trainer is also a great benefit and resource for employers to have on-site or available to employees.

Requirements:

Before becoming a certified OSHA trainer, you must meet a combination of experience and training requirements.

General Industry OSHA Trainer Requirements

  • Experience: 5 years of safety experience. 2 years of experience may be substituted with a college degree in occupational safety and health OR a designation as a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH).
  • Training: OSHA course #511, which covers OSHA compliance standards as well as general safety and health principles for industry.

Construction OSHA Trainer Requirements

  • Experience: 5 years of construction safety experience. 2 years of experience may be substituted with a college degree in occupational safety and health OR a designation as a CSP (Certified Safety Professional) or CIH (Certified Industrial Hygienist).
  • Training: OSHA course #510, which covers OSHA compliance standards specific to the construction industry as well as general safety and health principles for construction professionals.

What is HAZWOPER Training?

HAZWOPER stands for Hazardous Waste Operations and Emergency Response. Training is required by the Department of Labor and OSHA for work environments where employees are exposed to hazardous materials, particularly in the cleanup, storage, and/or disposal of hazardous waste.

HAZWOPER Training provides overall knowledge needed to be compliant with waste management regulations. It is not meant to be used for more detailed, technical training needed for specific waste management responses. Upon the completion of this course, students will be well versed in safety and compliance protocol so that they can determine whether or not waste management practices are safe and legal.

HAZWOPER courses for employee and professional training

What is the difference between 8hr, 24hr, and 40hr HAZWOPER Training courses?

Certification courses vary in length depending on the needs of employees.

8hr- required annually of everyone holding HAZWOPER certifications. It must be taken within 12 months of obtaining certifications via the 24hr or 40hr courses. If not taken within 12 months, certifications will be lost and in violation of compliance standards.

24hr- best for cleanup employees. The 24hr course broadly covers safety and health issues for work sites. It is required training for workers that are exposed to uncontrolled hazardous waste operations. Students in the HAZWOPER 24hr course are certified by OSHA and educated on safety and compliance measures.

40hr- best for employees working in the treatment, storage, and disposal of hazardous waste. It is required training for employees working directly on projects with uncontrolled hazardous waste operations. Upon completion of the 40hr course, students are authorized and prepared to work on sites with hazardous waste.

What is 16-Hr Incident Command?

16-Hr Incident Command is a Hazardous Waste Operations and Emergency Response (HAZWOPER) course that covers the protocol outlined by OSHA and FEMA’s National Incident Management System (NIMS). While OSHA and the Code of Federal Regulations (CFR) address workplace behavior, NIMS is intended for the community as a whole (but contains some of the same information as OSHA and the CFR).

This HAZWOPER course teaches participants how to efficiently and effectively respond to emergencies. Infrastructure that utilizes this management system streamlines their resources, personnel, and communication. At the time of an incident, responsible officers are able to identify and mitigate the associated problems and damages.

HAZMAT technicians

‘Hazmat’ is short for hazardous materials, and typically used in conversation with HAZWOPER training and regulations. Hazmat Technicians are certified professionals that deal with such environments and materials in the public and/or private sector.

Who should enroll in the 16-Hr Incident Command Training?

Hazmat technicians, typically after an OSHA 24 HAZWOPER course, are viable candidates for this course, as are any other employees who are potentially exposed to hazardous materials in their regular line of duty or in cleanup processes. Training covers an introduction to Incident Command Systems and equips professionals with the skills to safely design, implement, and modify systems.

This training is typically required by professionals that will be in charge of teams of employees dealing with hazardous materials and waste. In particular, Incident Command training is valuable for leading teams that are engaged in cleanup operations.
